These users are connecting to the internet with their HotSpot and using their personal laptops to get online. I am talking about Individual Users that bring in their cellphones or tablets and have data services such as a 'T-Mobile HotSpot'

Yes, it seems this sorta slid down the mountain and went off into protecting Wireless access points. Users will use the tools they feel best help them do their job. Those practices won't go away as they enter the workforce. Kids coming out of high school and college are used to using tools to circumvent the restrictions in the school computer labs. The fact of the matter is that consumer tech is as good or better than a lot of the stuff we have at our disposal. It requires a rethinking of how we approach network security. There's lots of ways you can do this: app publishing, VDI, cloud, etc. The data should never leave the computer room and users can only interact with it outside in. It's time for us network admins to take a serious look at demilitarizing our networks and stop trusting anything beyond the walls of the server room. Mobility is here already and our networks are designed with the idea we can dictate what is and is not brought into the building. I'm going to be contrary here and say that I don't believe this is an HR issue at all.
